So you doctor is saying that you haven't started puberty yet, but you think you have? The doctor is probably saying that based on lack of body hair which is usually the first external sign of puberty. Why do you say that you have?

The Doctor is almost certainly right. As Adam said she is probably basing her statement on a lack of body hair or physical development and she's probably right. Although if you think you have started puberty then that would suggest there's something changing.
