Okay I would masturbate everyday but I can't ejaculate all there is sticky clear stuff.Am I just not producing sperm yet?

Your post is not clear. You say you're not ejaculating, but you have sticky clear stuff... Is it pre-cum? Does it come out while you are masturbating or when you orgasm? How old are you and how far along in puberty?

It will eventualy become a milky white. And there will be slot more of it

The "sticky clear stuff" will develop into full (white) cum in time.

I am assuming it is pre-cum but yes it is a little unclear. As stated, eventually it will be come white and will actually contain sperm when you r body starts to produce it
