Completely. Some guys precum all the time, some never do. At 13, you still may be developing and may precum in the future. The reality is that it doesn't matter. Some guys say they precum enough to use as lube, but that's really rare. Precum jus dribbles out and you can't even feel it. You wouldn't know it was there if you didn't look! Seriously, don't sweat it.

It's normal. I'm 17 and ONLY if I'm super horny do I pre-cum and then it's only a drop or 2 that forms on the tip of my penis. It only gets my head lubed. So, it all depends on your body. Don't sweat it. Just use lotion and enjoy the feeling more than what your penis is ejaculating!!

When I masturbate, I don't cum but I do get a drip or two of pre cum to come out of the tip of my penis, just looks like water to me. I just turned 13, 6 days ago was my birthday.
