Your penis is a muscle actually. So if it's not erect it is inactive. When you have a boner the muscles contract and elongate and get thicker which is why you are bigger when you are erect. It doesn't act like a muscle when it comes to growing, hormoines grow your penis not tearing the muscle and rebuilding it like for example you thighes.
