I currently use a Blackberry, and have no Data, but I can jump on the internet with Wifi if I can pick up signal. There's a android phone I want to get, will I be able to use Wifi instead of my Data on an android phone, or is that only Blackberries?

All (or at least almost all) smartphones (So Windows Phone, Blackberry, iPhone, and yes, Android) let Wifi take precedence over the data plan.
So short answer; Yes, it will work the same as it did on your Blackberry.

every smartphone ive ever had, youve HAD to have a data plan. hmph. but yes,

Yes I would say so. Make sure you ask at the store prior to purchasing what limitations the phone has and if you think it fits your needs. Some allow "tethering" to your laptop and act as bridge tot he internet. Smartphones are getting better and better and blackberry is attempting to catch up to Android and iphones

All of those do have WiFi :)
