i just turned 17 in january and im getting really worried b/c my penis is only 4 1/2 inches and occording to puberty101 im only in stage 2
i have lots of pubic hair, arm pit hair, leg hair , and facial hair

you just have a small penis to be blunt
your not in stage 2 from what you have described (facial hair, underarm) your closer to the end of puberty and your penis probably wont grow any more.

Some people just have smaller penises than others. It's no big deal, doesn't make you a freak.

If you're really curious about what stage you're in, go ahead and see a doctor though. But it'll probably be for nothing, you sound perfectly normal from what you described.

If you are really concerned see a doctor.
but it will be a waste and put you in an uncomfortable situation, I can assure you you are definitely past stage 2 and more likely at the last stage.

Go and see your doctor if you are that worried. It's rare that they give out hormonal shots at random, you may have to have a blood test, but hopefully they can help more.
