I have this problem too. If I try to buy a free app from Itunes, they say I can't use the current credit card I'm using to acquire the app because it has no money when I really don't need it.

If you guys have pre-paid cards, it means your cards are empty. If it's a real credit card, it might be maxed-out. It might also be that you owe iTunes money for previous purchases. In that situation, pay for them and you should be good to go.
Hope this helps!
