We had my cousin at a sleepover with my twin bros (all three are eleven) and mom told me to look in on them to make sure they were getting ready for bed and to quit making so much noise.. Well I've read that puberty can start as early as ten years old. Mabye he's early on puberty. I didn't get and hair until I was 13

IDK but one of my friends who is 11 has small penis and nuts but he can cum (he told me) and he doesn't have any pubes, not even peach fuzz.

I don't know about them but I got pubes when I was 10 and was also able to jizz-BigG

All combinations are possible when it comes to puberty. Its normal for him and he can posibbly jizz, but then again, mabye not.
