For me, its a friction rash. Make sure you keep dry, and use some talcalm powder. Or you can get ointments from a pharmacy that can help

By your description I can't really tell what it is, but I think it may be just sweat. I sense a weird smell on that area too and it's because of it.

yea, i have that too, its just not much air would get there so its just sweat nothing to worry about

As Charlie said. It's from the friction and sweat.
Try cleaning yourself a lot. Use baby powder if necessary
