How to raise rep power?

you get more rep power for a few different things, but the main one is that you get a point of rep power for every 100 rep points you receive from others.

what it means is that your rep power is the number of rep points you add to someone when you give them a positive rep (negative reps subtract half your rep power).

the bar goes up depending on the number of rep points you have received.

Yes, but depending on the amount of infraction points you might not be able to give rep.

How do you know who's given you the rep? In the user CP, it only states who you've given it to and not who's given you.
Or am I just blind? :/

only admins know who gave you rep. unless the rep is signed by someone
