You will need a few programs to do this.
You're going to need a program to split the audio from the video (So it can be edited). What ever you use for video editing should be fine. (Keyword: Should) Most video programs allow you to export audio as a separate file.
And you're going to need an audio editing program to remove the hiss.

Then your video editing program will (should) be able to stitch back together the audio & video.
