They pretty much run the site. The big cheeses. It's likely something you will never have to worry about.

12 Posts and already concerned about it? Give up.
You'll first have to join the staff as a Moderator, then get promoted to Global Moderator. After years on the senior staff, if an Administrator retires, you may be considered as one, that is, if you're capable. They do everything, server maintenance, banning, minimal modding, diary ownership, reputation reviews, all the site set-ups, etc.
Basically, you're unlikely to become one, so don't bother aspiring for it.
-I think that's how it works at least from what I've noticed.

There's no exact guidelines or procedure to becoming one. All you can really hope to do is send in a good application to be a moderator (when moderator applications are being accepted) or be chosen to be a moderator. Do very well at that, and you may get promoted to global moderator. Do very well at that, and you may get promoted to administrator. Doing well alone won't cut it, though, as typically these positions are limited to only a few people, and should one of them lose that position, chances are a replacement has been chosen for them well ahead of time.
You just joined today, kiddo. Don't worry about it- Don't even ask, making it clear you want something is a good way to not get it, on this forum and in real life.

Dude, it is an honour to become an admin. YOu have to work your way up the ladder. Which takes years. You have to be lucky to become an admin. And asking how doesnt help you get a staff position. You joined today, you dont need to worry about that

You become a staff member and get chosen, not by asking.
