Pores/Small holes?

Under my circumcision line, there are some very small holes that leak white stringy type of dry sort of jelly like stuff, what is this and what are the bumps? They are on my shaft, so I don't think they are hair follicels

As no one on here is a MD. I would recommend (as embarrassing as it is) to go seek a doctor's opinion... to be safe than sorry.

Well the bumps probably are hair follicels, most guys do grow hIr on there shaft. As for the leaking holes I would say you need to go see an MD

I have hair follicles that look the same, just I can't squeeze them and get the white sort of stringy puss out.

Well you shouldn't need to see a doctor for this. From what I found on the internet, it's places where the skin didn't heal perfectly and left tunnel-like pores which can get clogged with nasty junk like skin cells, sweat, and semen... which is natural. I have them too and sometimes there stringy and sometimes they remind me of sesame seeds.
But all you have to do is keep clean :P
