You don't have to retract it to cum or to piss. 'Stuff' can come out of the foreskin just as easily as the bare head. It's just that with an erection the head may push out of the foreskin all the way or not at all, or somewhere in between depending on the guy's foreskin.

-- No, my foreskin doesn't retract on its own if I get hard without touching it. Overhang? Yea, I have some, but way more when I'm soft than when I'm hard.

-- Like if I put a condom on with my skin up, it like stays up over the head and like slides around, and it feels WAY better to feel your head sliding against your foreskin than sliding against a condom. If I put a condom on with the skin back, it tends to stay back, but sometimes it'll slip back up over my head.

1. My foreskin retracts to a point, not quite past the head, and then stops moving unless I pull it back slightly further.

2. I can move my foreskin freely from behind the head and back. If I'm a bit dry though it takes a bit of a tug.

3. You can choose, really, if you want the condom to rub against the head of your penis then you can retract your foreskin and it'll rub against the condom or you can leave your foreskin and it'll rub against the head only.

It's quite common for uncircumcised guys to have tight foreskin. Some people grow out of it and it loosens naturally, but you might want to/have to stretch it slightly yourself. Carefully.
