1. How can we make sure that all criminals receive fair trials and sentences?
2. How can we make sure that people who can be rehabilitated are rehabilitated?
3. How should drug offenders be treated?
4. How can we make sure that prisons are not over crowded?
5. Should saving tax dollars be a consideration especially when it comes to capital punishment and sentencing people for non-violent drug crimes?

Common law systems. Why more countries don't truly stick to them, I don't know.
In terms of drug 'offenders', one's body is one's own, not that of anyone else. Accordingly, one should be able to make the choices of what goes in to said body. Whilst I understand the argument that 'drug use harms others through organised crime', 'legalise' the drug, regulate its production to an extent and hey presto, 99% of the current harmful criminal activity surrounding drugs is gone.
Saying all of this, I'm a strong anarchist and do not believe that such a thing as 'authority' exists. Hey ho.

1) You can't
2) Again, it would be hard.
3) Like everyone else
4) Either
a. Kill anyone who violates rules
b. Loosen the laws that control what someone has to do to get put in prison.
5) I would have to think.

Not really going to happen. Following the spirit of how the American system is supposed to work is likely the best way.

"Offenders" implies that taking and dealing drugs is somehow deserving of punishment.
4. How can we make sure that prisons are not over crowded?
Stop criminalizing activities that can't legitimately be classified as crimes.
5. Should saving tax dollars be a consideration especially when it comes to capital punishment and sentencing people for non-violent drug crimes?
Yes. In America at least people should stop getting the death penalty because of the cost until that system is reformed, and we should stop putting people in jail for drug-related charges.

Korashk on the term offender drug users are offenders when you consider law though not when you consider morality. Also when you said legitimately did you mean it in a moral or legal context.

When I said offender I meant it in a legal context, but anyway, my line of thinking when I wrote that was that in absence of legalizing drugs (which would be the best thing since the War on Drugs is not working) a compromise could be making drug punishments much more lenient and not having. Honestly at this point in time a compromise would be more likely to happen than full legalization.
