How exactly do you mean promoted? Your usertitle will change as you post more and more. so at 50+ posts It'll change, then again at 100+, 250+, 500+, 1000+, 2500+ and again at 5000+ and 10000+. It'll also change if you're a moderator, global moderator or admin. Once you get to 2500+ posts you can change your user title yourself to whatever you wish.
