Okay, I'm wondering.
If a user with (whatever the PM post requirement is now) posts PM's a person with under that limit, will the person recieve the PM?

I think so. But the person can't reply unless its to a staff member.

PMs can be received but they can't be sent out.

was just wondering because I shared some info with someone and I was hoping they recieved it, because I 'cbf retyping it if they didn't receive it ^_^
