You can build and tone your abs but you will not see any difference if there is a layer of fat over top. :D as for the bloated stomach area I would work on all the core muscles (not just situps as too many can injure your lower back)

Work your stomach muscles as your stomach muscles get stronger it holds your stomach in more efficiently it's when there weak the buldge out.. Or loose weight if you find your generally over weight.

I don't think it's fat because like I said I'm skinny so I'm think it's more of a bloated stomach and is there a way to fix that????

Its that way, usually because there is no fat. Its just the way your body is holding. Once you gain weight, it'll go away. Don't worry about it.

This is the exact same with me. I took a BMI test and I'm a healthy weight, closer to underweight than overweight. But my stomach sticks out. I honestly look pregnant, my tummy goes out further than my boobs. I said to my friend once "Look at my pregnant tummy" and she started laughing in an awkward way and admitted that it was big. It's ridiculous. Some of it is fat, like, I'm not that skinny, but I think it's just my body shape. My spine curves way inwards, maybe that has something to do with it.
Maybe you could go to a doctor to get advice on how to lessen the bloatedness.

when your young fat goes to your stomach soon it will go to your hips and breasts

My mum has the same problem as us, the tummy problem. It's not so bad as me though. Fat usually goes to hips and breasts at latest at the age of 14. I think with some people it's just genetic or something, because all my growing is done, I'm 17, and my belly is huge :)

haha it's a coincedence.
I'm 13, and I weigh 95 lbs!
Normally my stomach sticks out a little after eating and drinking, but after I use the bathroom it goes away.
I'm not sure exactly what your case is, does it stay there, or is it temporary?
If it stays, then you should thin out as you go farther into your teen years. It's common, called "baby fat." Don't worry, you'll lose it in no time. :D

When you do sit ups, crunches, all ab exercises make sure you pull your abs in when you tense if not the muscles bow making your stomach round and stick out

If it looks bloated, suck it in. After months you'll notice you're used to just sucking in your guts. Maybe sucking in even helps with core strength. I started trying to "suck in" my belly since I was 11, now people say I'm not fat since they don't see that I'm just sucking all the belly in.

do some crunches every morning before you take a shower, it will tighten up your abs, you dont have to do a lot of them just do it every day
