That's one of the foreskin's main jobs; to keep things moist and supple.

The outermost layer of skin cells (on your whole body) eventually sloughs off and is replaced by newer cells that originated from cell divisions deeper in the skin. Your body loses (and replaces) about 1000 cells per minute. Most become dust. The ones within the foreskin are contained. The cell walls dissolve into a healthful fatty emolient. Water molecules from the air get snared by it and absorbed into the mix.
