- A noncontagious inflammation of the skin, characterized chiefly by redness, itching, and the outbreak of lesions that may discharge serous matter and become encrusted and scaly.
- Inflammation of the glans penis or glans clitoridis.
- An abnormal constriction of the foreskin that prevents it from being drawn back to uncover the glans penis.
Eczema can happen anywhere. Balanitis only happens in the groin area, usually on the glans, and is a lot less common if you've been circumcised, but can still occur. At least if you've been circumcised you don't have to be worried about phimosis. You could do an image search on google for "balanitis" and see if any of it looks like what you're getting.
Again, the way you describe it, it sounds like it's probably just dry skin as you say, but I'm no doctor and it's hard for even trained personnel to diagnose someone without proper examination.
