As a reform Jew, this is what I know on the subject:
-Everyone born to a Jewish mother is considered Jewish, even in the eyes of the orthodox (cut or not).
-To be considered "ritually pure" (i.e. allowed to perform rituals like reading the torah, etc), you must be circumcised.
-In fact the obligation to circumcise the son falls on the father. If he chooses not to, the kid is not considered to be in violation, the father is.
It's pretty complicated, but its pretty much the gist.
