I don't think it changes anything with or without. Its like, a useless fold of flesh, no point. Therefor why cut it off? or why worry if someone did? I say let the boy decide by just leaving it alone, if one day, he wants too, when hes older, then let him pay for it himself. Other then that, let sleeping dogs lay.
