Playstation didn't design that game for kids it's designed for those in their late teens and adults. It is the parent's responsibility to monitor what their kids buy or what they buy for them. Store clerks aren't going to pay much attention if a 14 year old buys GTA so it's really up to the parents. Some kids can handle it at 13 while some can't at 16 so it's really up to the parents. Though if a parent allows their 15 year old to play it and he shoots up the school then it's a risk they took and it's their fault.
Kids can't think for themselves sometimes because you're just kids and it doesn't mean you know everything. You've got a lot to learn before you make your own decisions and think for yourself.
