No, you don't want to do that. That would be anorexia.
You want to intake more than you burn, but keep a steady schedule. Run, only eat 3 healthy meals a day, and don't eat junk food. When you run, you'll burn uneccesary fat, and when you eat healthy foods, the fat and carbs are good carbs, and your body uses them for energy. Junk food fats and carbs typically go straight to your thighs, stomach, etc...
