not all things are possible cosmos, the government likes to have this all powerful feel, but they cannot do everything. they do not run the internet. furthermore, it would be illegal for them to track anyone to their computer to find out any information other than whats given by an online company database because its invasion of privacy. oh, and no, they DEFINITELY could not track that if its in one office building on one network. The domains, computers, and masks would all be the same. plus, while one computer has something like (base IP and default gateway) another one has (base IP and default gateway) so essentially, because they are all on the same network, the base IPs would be randomized as they are turned on everytime for higher priority reasons. ALSO, the 'government' would have to go through the network address to even get to the router (which would stop the transmission right then) and then have to request data from the computer to get the IP. oh, and heres the real kicker - in an office, there are many computers that can be logged onto with any valid account, so there could be thousands of possiblities of who was on the computer in the building - the office would have to do the inspecting of the computers to find out anything.
