I'm a 17%. If you want abs and pecs, I'd suggest two things : push ups and flexions. Do 50 of each a day, you'll get some muscle in no time.

Of course, you need to be in shape for that. If you want to maximise the "oomph" of the push-ups, try putting you feet on a chair then your hands on the ground and then do push-ups. It maximises the weight your arms and pecs have to lift.

But really, 17% bf isn't that high. I have the same and I'm kinda muscled.
