It would be cool if there was an anime subforum on the 4th wall like there exists for TV series .

I don't think it's really fair to create an anime subforum but neglect other genres of shows/movies/books. That isn't this forum's niche, which is why we haven't gotten more specific with genres like you're suggesting. Anime fits into the Television/Cinema section, and anything written about it could go in The Open Book.

Even me who is fairly new to animes have seen lots of people online who think anime is basically drawn bouncing boobs and hate me when I say that's its like a TV series and I didn't want to start any trouble here

Well those types of people wouldn't be replying or paying attention to anime threads regardless. Anime is animated Japanese television series (In most cases) and that is a fact, it is probably inappropriate to make threads about anime series that are fanservicey/all about the boob bouncing (Highschool DxD, To Love Ru, etc.) however. There are plenty of anime fans on the site and we even have a VT Anime Lovers group here so I'm sure the feedback and response will be mostly positive.

As long as it's not too explicit and is not pornographic then you can post about it in Television/Cinema.
