I think you are a little but slow in the puberty game wich is okay I was slow too my voice just started deepining so you should be fine

It probably is deepening but you just havn't notied. When we have family gatherings everyones like, "oh, your voice is getting deep!" and stuff like that. I didnt even notice, and my sister said she didnt notice it either. So my guess is, watch a video of yourself from two years ago and compare to now. I bet it has changed :).
